Yes, dropshipping is legal in the UAE, as long as you hold a trade licence that covers ecommerce or trading, follow product rules and consumer protection law, and handle customs and VAT. Most UAE dropshippers sell with cash on delivery (COD), using stock held in a local warehouse. The biggest risk is failed deliveries, which you reduce by confirming every order.
This guide covers the legal side, how COD dropshipping works in practice, what an order really costs, and how to keep returns down.
Checked on 29 October 2026 against UAE business-setup and logistics guides. Customs thresholds and product rules are areas where sources disagree; confirm with the Federal Authority for Identity, Citizenship, Customs and Port Security, Dubai Customs and the relevant authority for your products. This is general information, not legal or tax advice.
What is dropshipping?
Dropshipping is selling products you don't make, often without buying stock upfront. You list products in your online store or on social media; when a customer orders, a supplier or fulfilment partner ships the item. You earn the difference between your selling price and your costs.
In the UAE there are two main models:
Model | How it works | Delivery time | Payment |
|---|---|---|---|
Cross-border dropshipping | Supplier abroad (often China) ships each order directly to the customer | Often 1 to 3 weeks | Usually paid online |
Local COD dropshipping | Stock is shipped in bulk to a UAE warehouse; orders are packed and delivered locally | Usually 1 to 3 days | Mostly cash on delivery |
The local COD model dominates in the UAE because customers expect fast delivery and many prefer paying at the door.
Is dropshipping legal in the UAE?
Yes, with the right setup. There's no special "dropshipping licence"; you operate under a standard ecommerce or trading licence. What you need:
A trade licence that covers ecommerce or trading for your product categories, from Dubai's Department of Economy and Tourism (mainland), a free zone, or another emirate. Selling regularly without one isn't allowed, even if you never touch the stock. See how to get an ecommerce licence in Dubai.
Product approvals where needed. Cosmetics, food, supplements, medical devices and some electronics need registration or approval, and the rules follow the product, not the business model. Some items are restricted or banned.
Consumer protection. Your store, not your supplier, is responsible to the customer for accurate descriptions and prices, delivery terms and returns.
Customs and VAT on imported stock (below).
Free zone note: some free zone licences limit selling directly to mainland customers. Ask your free zone how you can sell and deliver to UAE customers before you choose.
Do I pay customs duty and VAT when dropshipping into the UAE?
Usually, yes, on goods you import.
Customs duty: commercial imports into the UAE generally pay 5% customs duty on the CIF value (cost, insurance and freight).
Import VAT: 5% VAT is generally due on the value plus duty. If you're VAT-registered, you can usually reclaim it.
Low-value parcels: since 3 August 2026, Dubai Customs exempts cross-border ecommerce parcels worth up to AED 1,000 from customs duty (up from AED 300). Import VAT still applies, some goods such as tobacco are excluded, and bulk stock imported for a warehouse pays normal duty, so check with customs before you price products.
VAT registration: once your taxable sales and imports pass AED 375,000 in 12 months, you must register for VAT. See VAT registration in the UAE.
How does COD dropshipping work in the UAE?
Find products with a healthy margin and demand (test with small batches).
Ship stock in bulk to a UAE fulfilment warehouse, or buy from a local supplier who holds stock.
List products on your online store with AED prices, and drive traffic with Instagram, TikTok, Snapchat or Facebook ads.
Customer orders with cash on delivery, usually leaving just a name, phone number and area.
Confirm the order by phone or WhatsApp: product, size, address, delivery time and total.
Fulfilment partner packs and ships the order with a courier.
Courier collects cash (or card) at the door.
Courier or fulfilment partner pays you, usually weekly, minus their fees.
Returns (refused or failed deliveries) go back to the warehouse to be restocked.
Many UAE fulfilment companies bundle storage, packing, delivery, COD collection and returns.
What does a COD dropshipping order really cost?
COD dropshipping looks profitable on paper; failed deliveries change the picture. Example for a product sold at AED 149:
Cost per order attempt | Approx. AED |
|---|---|
Product cost (landed, including shipping and duty) | 35 |
Ad cost per order placed | 30 |
Fulfilment and delivery (pick, pack, ship, COD fee) | 20 |
If every order is delivered: profit is about AED 149 − 85 = AED 64 per order.
If 30% of orders are refused or fail: you still paid ads and delivery on those, and usually a return fee. Across 100 orders placed:
Amount | |
|---|---|
Delivered orders (70 × AED 149) | AED 10,430 revenue |
Ads (100 × AED 30) | AED 3,000 |
Product cost on delivered orders (70 × AED 35) | AED 2,450 |
Delivery on all attempts (100 × AED 20) | AED 2,000 |
Profit | About AED 2,980, or AED 30 per order placed |
That's less than half the "every order delivered" profit. Your delivery rate decides whether COD dropshipping makes money.

How do I reduce failed COD deliveries?
One COD software vendor, eGrow, says return-to-origin (RTO) rates for COD can reach 25% to 35% in some regions. The fixes:
Confirm every order before shipping. A quick WhatsApp message or call: product, size, total, address and delivery day. Unreachable customers are your first warning.
Collect a complete address with emirate, area, building and a landmark, plus a working phone number.
Flag suspicious orders: fake names, repeated numbers, multiple orders from the same number, very high quantities. See how to spot a fake order before you ship it.
Deliver fast. The longer the wait, the more customers change their minds.
Send updates on WhatsApp the day before and on the day of delivery.
Offer a reason to pay online: a small discount or free delivery for card or Apple Pay.
Ask for an advance on large orders. See asking for an advance on COD orders.
Track delivery rate by product, ad and area. Stop what doesn't deliver.

Common dropshipping mistakes in the UAE
Selling without a licence, which also blocks payment gateways and ad accounts that require business verification
Restricted products such as supplements, cosmetics or medical items without approval
Pricing without counting failed deliveries
Slow cross-border delivery to customers who expect next-day
Not confirming COD orders, so courier fees pile up on refusals
Copying product photos and claims that break advertising rules or misdescribe the product

Frequently asked questions
Is dropshipping legal in the UAE?
Yes. You need a trade licence covering ecommerce or trading for your products, any required product approvals, and you must follow consumer protection, customs and VAT rules.
Do I need a licence to dropship in Dubai?
Yes. Licensing follows the commercial activity, so you need one even if you never hold stock. Most dropshippers use a free zone or mainland ecommerce or trading licence.
What is COD dropshipping?
Selling products with cash on delivery, usually from stock held in a UAE warehouse. The customer pays the courier at the door, and the courier or fulfilment partner pays you, minus fees.
What is a good delivery rate for COD in the UAE?
It varies by product and audience. Some vendors report COD return rates of 25% to 35% in some regions; confirming every order and filtering fake orders improves this significantly.
Do I pay customs duty when dropshipping to the UAE?
Commercial imports generally pay 5% customs duty plus 5% import VAT. Dubai exempts cross-border ecommerce parcels worth up to AED 1,000 from customs duty, but import VAT still applies and bulk stock pays normal duty, so check with customs.
Can I dropship from China to the UAE?
Yes, but delivery can take weeks, which hurts conversion and increases refusals. Many UAE sellers ship stock in bulk to a local warehouse and deliver in 1 to 3 days instead.
