A UAE business must register for VAT once its taxable sales and imports pass AED 375,000 in the last 12 months, or are expected to within the next 30 days. You can register voluntarily from AED 187,500. Registration is free and done online on the Federal Tax Authority's EmaraTax portal. Late registration can cost an AED 10,000 penalty.

This guide explains when shops and online sellers must register, how to do it, which documents you need, how to get your VAT certificate, and what changes in your shop once you have a TRN.

Checked on 5 November 2026 against the Federal Tax Authority (FTA) VAT registration service page, the Ministry of Finance's announcement of the VAT law changes that took effect on 1 January 2026, and UAE tax firm guides. VAT rules and penalties change; confirm on tax.gov.ae or with a registered tax agent. This is general information, not tax advice.

Who must register for VAT in the UAE?

Your taxable sales and imports (last 12 months, or expected in the next 30 days)

VAT registration

Over AED 375,000

Mandatory. Apply within 30 days

Between AED 187,500 and AED 375,000 (sales or taxable expenses)

Voluntary. You may register

Under AED 187,500

You can't register

"Taxable sales" means sales that are taxed at 5% or 0%, which for most shops and online stores is nearly all of their sales. Exempt sales (such as some financial services and residential rent) don't count. The FTA adds the value of goods and services you import to the total, so a seller who buys stock from abroad should count those imports too.

Businesses based outside the UAE have no threshold: the FTA says a non-resident must register as soon as it makes taxable supplies in the UAE, unless someone in the UAE is responsible for paying the VAT on them.

Important for growing sellers: the 12 months are rolling, not a calendar year. Check your total every month. If a big season like Ramadan, Eid or White Friday will push you over AED 375,000 within the next 30 days, you must register then, not afterwards.

Example: an Instagram store selling AED 35,000 a month passes AED 375,000 during its eleventh month. It has 30 days from then to apply.

Should I register voluntarily?

Registering voluntarily between AED 187,500 and AED 375,000 can make sense if:

  • You buy a lot of stock or services with VAT (from UAE suppliers or on imports) and want to reclaim it

  • Your customers are businesses that prefer suppliers with a TRN

  • You're about to cross the mandatory threshold anyway and want time to set up invoices and prices

It may not make sense if your customers are mainly shoppers who would see higher prices, and you have little VAT to reclaim. Once registered, you must file returns and keep records, so weigh the extra work.

How do I register for VAT in the UAE?

Registration is online and free through the FTA's EmaraTax portal. FTA services are accessed with UAE Pass.

  1. Check which threshold applies and the date you crossed it.

  2. Sign in to EmaraTax at tax.gov.ae with UAE Pass, and create a taxable person profile for your business.

  3. Start the VAT registration application and choose your entity type (sole establishment, company, and so on).

  4. Enter business details: licence, activities, address, bank details, contact person.

  5. Enter your turnover: past 12 months' taxable sales and expected sales for the next 30 days.

  6. Upload documents (list below).

  7. Review, declare and submit.

  8. Answer any FTA questions quickly. Delays usually come from missing or unclear documents.

The FTA estimates the application takes about 45 minutes to fill in, and says it processes complete applications within 20 business days of receiving them. The clock effectively restarts if the FTA asks you for more information, so upload everything the first time.

What documents do I need for VAT registration?

Most applications need:

  • Trade licence (the activities should match what you sell). If you don't have one yet, see how to get an ecommerce licence in Dubai

  • Passport copies and Emirates IDs of owners and the authorised signatory

  • Memorandum of Association or partnership agreement (for companies)

  • Bank letter or statement in the business name, showing the IBAN

  • Proof of turnover: sales reports, invoices or management accounts for the last 12 months, or projections for voluntary registration

  • Customs registration details, if you import goods

  • Power of attorney, if someone else applies for you

  • A signed declaration of taxable supplies, which the FTA lists among the supporting documents

The FTA accepts uploads as PDF files of up to 15 MB each.

Tip: your sales report is the evidence the FTA checks most closely. Export it from your POS or online store, broken down by month. Messy or handwritten totals slow approval.

How do I get my VAT certificate and TRN?

Once approved, you receive a Tax Registration Number (TRN), a 15-digit number, and can download your VAT registration certificate from your EmaraTax dashboard. The certificate shows your TRN, business name and the date your registration takes effect.

You'll need the TRN on every tax invoice and when suppliers, marketplaces or payment providers ask for it.

What is the penalty for late VAT registration?

Tax firms report a fixed penalty of AED 10,000 for not registering within 30 days of passing the mandatory threshold, unchanged under the revised penalty rules that took effect on 14 April 2026 (Cabinet Decision No. 129 of 2025). You may also have to pay the VAT you should have charged from the date you should have registered, even if you didn't collect it from customers.

That second part is often the bigger cost. Registering on time is far cheaper.

Does VAT registration differ in Abu Dhabi, Dubai or Sharjah?

No. VAT is a federal tax, so registration is the same across all emirates and done through the same FTA EmaraTax portal. An Abu Dhabi, Dubai or Sharjah business follows the same thresholds, documents and steps. Only your trade licence comes from your emirate or free zone.

Free zone businesses generally register for VAT in the same way. Some "designated zones" have special VAT rules for goods moving within and between zones, but sales to customers in the UAE are usually taxed normally. Ask a tax agent if you operate from a designated zone.

What changes after I register for VAT?

From the date your registration takes effect:

  1. Charge 5% VAT on taxable sales, including delivery fees you charge customers. The free UAE VAT calculator adds or removes 5% VAT on any amount.

  2. Show prices including VAT. Prices shown to UAE shoppers should include VAT. Update your online store, Instagram posts and price tags.

  3. Issue tax invoices. Every invoice must show the words "Tax Invoice", your TRN, an invoice number, the date and the VAT amount in AED. Sales to non-registered customers, or of AED 10,000 or less, can usually use a simplified tax invoice.

  4. File VAT returns, usually every quarter, and pay any VAT due. Returns and payment are typically due by the 28th day after the end of the tax period. Since 14 April 2026, tax firms report that late payment costs 14% a year, calculated monthly on the unpaid VAT (Cabinet Decision No. 129 of 2025).

  5. Keep records of sales, purchases and invoices for at least five years.

  6. Reclaim VAT on business purchases, such as stock, packaging and software, when you hold valid tax invoices. Since 1 January 2026, excess VAT credit can only be refunded or carried forward within five years of the end of the tax period it arose in (Federal Decree-Law No. 16 of 2025), so don't let credits sit for years.

What about cash on delivery and online orders?

VAT applies to the full amount the customer pays, whether by card, payment link or cash on delivery. Your courier collecting cash doesn't change who owes the VAT: you do. Make sure COD orders get a tax invoice like any other sale.

What about sales outside the UAE?

Goods exported outside the UAE can usually be zero-rated (0% VAT) if you keep proof that they left the country, such as shipping and customs documents. Rules for GCC destinations and services are more detailed, so check with a tax agent before zero-rating.

What about e-invoicing?

The UAE's e-invoicing system covers invoices between businesses (B2B and B2G). It starts on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for everyone else, who must choose an accredited service provider by 31 March 2027. Sales to ordinary shoppers aren't in scope yet. A voluntary pilot is already running through EmaraTax. See our UAE e-invoicing guide for the full timeline and penalties, and our UAE POS guide for what to ask your POS provider.

Common VAT mistakes online sellers make

  • Watching the calendar year instead of the rolling 12 months. You can cross the threshold mid-year.

  • Forgetting delivery fees. Delivery you charge for is part of the sale and is taxed.

  • Not updating prices. After registration, VAT-exclusive prices on Instagram or your website mean either undercharging or confusing customers.

  • Invoices without a TRN. An invoice without "Tax Invoice" and your TRN isn't valid for VAT.

  • Keeping sales in chats and notebooks. Orders taken in WhatsApp and Instagram DMs must be recorded and invoiced like any other sale. See how to manage WhatsApp orders.
