WhatsApp Business is Meta's WhatsApp for companies, and it comes in two forms. The free WhatsApp Business app runs from one phone, plus WhatsApp Business Web on a computer. The WhatsApp Business Platform (API) connects your number to software so a team and AI can answer, and Meta charges per message. Most UAE shops start on the app and move to the API later.

This guide covers both in plain terms: how to set up the app, how WhatsApp Business Web works, what the API costs for UAE customers, whether WhatsApp calls work in the UAE, and how to tell when it's time to upgrade.

Prices and rules in this guide were checked on 29 October 2026. Meta changes WhatsApp pricing often, so always confirm on Meta's pricing page.

What is WhatsApp Business?

WhatsApp Business is the business side of WhatsApp. It gives your shop a business profile (name, address, opening hours, website), a product catalog, automatic greeting and away messages, quick replies and labels for organising chats. Customers message you exactly as they message friends, which is why it works so well in the UAE, where almost every customer already has WhatsApp.

There are two products under the same name:

If you only remember one thing: the app is free and personal; the API is paid and built for teams and automation. We compare them in more depth in WhatsApp Business app vs API: when your shop needs to switch.

How do I set up WhatsApp Business in the UAE?

Setting up the free app takes about ten minutes.

  1. Pick the number. Use a UAE mobile or landline number that you'll keep long term; customers will save it. A number can be on WhatsApp (personal) or WhatsApp Business, not both at once.

  2. Download WhatsApp Business from the App Store or Google Play (it's a separate app from regular WhatsApp, with a green "B" icon).

  3. Verify the number with the SMS or call code. If the number is a landline, choose "Call me".

  4. Fill in the business profile: business name (match your trade licence or shop sign), category, address, opening hours, email and website. A complete profile looks more trustworthy to customers.

  5. Add your catalog: photos, prices in AED and short descriptions for your best sellers.

  6. Turn on the messaging tools: a greeting message for new customers, an away message for after hours, and quick replies for common answers (delivery fees, return policy, payment options).

  7. Create labels such as "New order", "Paid", "Shipped" and "Follow up" so nothing gets lost.

  8. Share your link. Put wa.me/9715XXXXXXXX (your number in international format, without + or zeros) on Instagram, your website, Google Business Profile and delivery packaging.

Tip for UAE shops: write your greeting in both English and Arabic. Many customers will reply in whichever language you use first.

What can the WhatsApp Business app do?

The free app covers the basics well:

  • Business profile with address, hours and website

  • Catalog to show products and prices inside WhatsApp (up to 500 items, per WhatsApp)

  • Greeting and away messages sent automatically

  • Quick replies: saved answers you insert with a shortcut

  • Labels to sort chats by stage (newer versions may call these lists)

  • Broadcast-style messages to customers who saved your number; Meta now offers paid options for business broadcasts in the app

  • Linked devices: use the same account on a computer or tablet

What it can't do: let several people work the same chats properly, answer automatically with anything beyond fixed text, record orders in your stock, or report on how fast your team replies.

What is WhatsApp Business Web?

WhatsApp Business Web lets you use your WhatsApp Business account in a browser on a computer. Open web.whatsapp.com, then on your phone go to Settings → Linked devices → Link a device and scan the QR code. There is also a desktop app for Windows and Mac.

It's handy for typing long replies and sending product photos from your computer, but it is still the same single account. WhatsApp allows the main phone plus up to four linked devices, and Meta Verified plans raise this (up to 10 on the highest plan). Two staff typing into the same chat at once is still messy, and there is no assignment, no notes and no reporting.

What is the WhatsApp Business API (WhatsApp Business Platform)?

The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform, connects your WhatsApp number to software instead of to a phone app. You don't use it on a phone; you use it through a tool such as a shared team inbox, a chatbot, a CRM or your own system.

With the API your shop can:

  • Have many staff answer the same number at the same time, each chat assigned to one person

  • Use AI or a chatbot to answer questions, share products and take orders around the clock

  • Send order confirmations, delivery updates and abandoned cart reminders automatically

  • Connect chats to your online store, POS and stock

  • See reports on response times, conversations and sales

You get access through Meta directly or through a Meta partner. Partners handle the technical setup so you don't need a developer.

How much does the WhatsApp Business API cost in the UAE?

The WhatsApp Business app is free. The API is paid per message. Since 1 July 2025 Meta charges for each delivered template message, and the rate depends on the message category and the country of the customer's phone number, not where your business is.

Message categories (per Meta's pricing page):

Category

What it's for

Example

Marketing

Promotions, offers, new arrivals, win-back messages

"Eid sale: 20% off this weekend"

Utility

Updates about an order or account the customer started

"Your order #1043 is out for delivery"

Authentication

One-time passcodes

"Your login code is 482913"

Service

Your replies inside a conversation the customer started

Answering "Do you have this in size M?"

Approximate rates for UAE (+971) numbers, October 2026:

Category

Approx. USD per message

Approx. AED per message

Marketing

about $0.058

about AED 0.21

Utility

about $0.016

about AED 0.06

Authentication

about $0.016

about AED 0.06

Rates are from third-party rate trackers based on Meta's rate card, converted at AED 3.6725 per USD. UAE businesses also pay 5% VAT. Meta partners may add a markup. Always check Meta's current rate card before budgeting. For messaging limits, setup steps and a full cost example, see WhatsApp Business API in the UAE: pricing and how to get it.

What changed on 1 October 2026: Meta's pricing page says service messages became chargeable from that date (with a free monthly allowance per number, 1,000 service messages at the time of writing), and utility templates sent inside an open customer service window are now charged too. Businesses without a payment method on file by 30 September 2026 could have service messages stopped. If you use the API, make sure billing is set up.

Is the WhatsApp Business API free?

Not fully. Setting up the API can be free through some partners, but Meta charges per delivered message (see above), and most software that sits on top of the API has a monthly fee. What is still free or discounted, per Meta's pricing page:

  • Customer service window: when a customer messages you, a 24-hour window opens in which you can reply with normal (non-template) messages. Outside that window you must use an approved template.

  • Click-to-WhatsApp ads: when a customer reaches you through a Click-to-WhatsApp ad and you reply within 24 hours, a free entry point window of up to 7 days opens.

  • Free service allowance: a monthly number of service messages per business number at no charge.

What does this mean for a typical UAE shop?

Suppose you send 500 order-update (utility) messages and one marketing broadcast to 1,000 opted-in customers in a month. At the approximate rates above, that's about AED 30 for utility plus about AED 210 for marketing, roughly AED 240 before VAT and software. Most of the cost is marketing. Replies to customers who message you first cost much less.

What is Meta Verified for WhatsApp Business?

Meta Verified is a paid subscription for businesses on WhatsApp. Depending on the plan it gives a verified badge, protection against people impersonating your business, more linked devices and access to Meta support. It's useful if scammers copy your shop name, but it isn't required to sell on WhatsApp. Check WhatsApp's current Meta Verified page for prices in your country.

What is Meta's Business Agent on WhatsApp?

In June 2026 Meta announced an AI Business Agent for WhatsApp that can answer questions, recommend products, book appointments, qualify leads and pass chats to a person. Meta bills it by usage (tokens) on the Business Platform, and is moving it from a free tier to paid premium tiers. It's worth watching, but for now most shops still need a tool that also connects to their orders, stock and team.

Do WhatsApp calls work in the UAE?

WhatsApp messaging works normally in the UAE, but WhatsApp voice and video calls are generally still blocked under the UAE's rules on internet calling (VoIP), set by the TDRA. Calls may work over some connections or abroad, but don't depend on them.

For UAE shops this means:

  • Plan to handle customers by text, voice notes, photos and video messages, which all work.

  • If a customer needs a call, phone them on a normal mobile call, or use an approved UAE calling app such as Botim.

  • Don't promise "call us on WhatsApp" on your website or packaging.

Tips for selling on WhatsApp Business in the UAE

  1. Answer fast. UAE customers often message three or four shops at once. The first useful reply usually wins the sale.

  2. Reply in the customer's language. English and Arabic cover most customers; keep quick replies in both.

  3. Show prices in AED, including VAT and delivery. Hidden costs are the top reason chats go quiet.

  4. Confirm cash-on-delivery orders before shipping. A short confirmation message cuts failed deliveries. See how to confirm COD orders on WhatsApp.

  5. Only message people who opted in. Sending promotions to people who never asked is the fastest way to get your number reported, restricted or banned.

  6. Never use unofficial "WhatsApp marketing" tools that automate the normal app or send bulk messages from a phone. They break WhatsApp's terms and put your number at risk. Use the official API through Meta or a Meta partner.

  7. Keep one number for the business. Moving customers to a new number later costs sales.

  8. Track every order outside the chat. Even a simple sheet beats searching chat history. See WhatsApp order management for shops.

When should a UAE shop move from the app to the API?

Move to the API when any of these is true:

  • Chats arrive faster than one person can answer, and customers wait hours

  • More than one person needs to answer the same number

  • You copy order details from WhatsApp into a sheet or your store every day

  • You want to answer at night and on weekends without staying up

  • You send order updates or reminders by hand

  • You run Click-to-WhatsApp ads and lose leads because no one replies in time

If none of these apply yet, the free app is enough. Get the profile, catalog and quick replies right first.

  • WhatsApp message fees are charged at Meta's own rates for your customers' country

Frequently asked questions

Is WhatsApp Business free in the UAE?

Yes, the WhatsApp Business app is free to download and use in the UAE. Paid extras include Meta Verified and some broadcast features. The WhatsApp Business Platform (API) is paid per message by Meta, plus any software fee.

Can I use WhatsApp Business and normal WhatsApp on the same phone?

Yes, if they use different numbers. Many phones in the UAE have dual SIM or eSIM, so you can keep a personal number on WhatsApp and a business number on WhatsApp Business.

Can I move my WhatsApp Business app number to the API?

Yes. Meta supports moving a number from the app to the Business Platform, and some partners let you keep using the app alongside it. Back up your chats first, because chat history may not carry over to the software.

Is WhatsApp allowed in the UAE?

Yes. WhatsApp messaging, voice notes, photos and video messages work in the UAE. Voice and video calls through WhatsApp are generally blocked.

Do I need a trade licence to use WhatsApp Business?

Not for the free app. For the API or Meta Verified, Meta may ask for business verification, and a UAE trade licence is the usual document. You should have the right licence to sell online in the UAE anyway.

Can I send bulk messages on WhatsApp Business?

Only to customers who agreed to hear from you. On the API, bulk messages use Meta-approved marketing templates and are charged per message. Unofficial bulk-sending tools risk a ban.

What's the difference between WhatsApp Business API and WhatsApp Business Platform?

They're the same thing. "WhatsApp Business Platform" is Meta's current name; most people still search for "WhatsApp Business API".
