The WhatsApp Business API (now called the WhatsApp Business Platform) is free to access, but Meta charges per delivered template message. For UAE numbers, marketing messages cost about AED 0.21 and utility messages about AED 0.06, plus 5% VAT. You get it through Meta's Cloud API or a Meta partner, with a verified business and a dedicated number.
This guide covers what the API costs in the UAE, what changed in October 2026, which messages are free, the messaging limits, and how to get access step by step.
Pricing and rules were checked on Meta's developer documentation on 29 October 2026. UAE per-message rates are from third-party trackers based on Meta's rate card. Meta updates prices often; always check Meta's pricing page.
What is the WhatsApp Business API?
The WhatsApp Business API lets a business connect its WhatsApp number to software instead of the phone app. That software can be a team inbox, a chatbot or AI, a CRM, or your own system. It's how businesses run WhatsApp with several staff at once, automatic replies, order notifications and integrations.
Meta now calls it the WhatsApp Business Platform, and the version Meta hosts is the Cloud API. Most people still search for "WhatsApp Business API".
Not sure if you need it? The free WhatsApp Business app is enough for a small shop on one phone. See WhatsApp Business in the UAE: the complete guide and app vs API: when to switch.
How much does the WhatsApp Business API cost in the UAE?
Since 1 July 2025, Meta charges per delivered template message. The price depends on the message category and the country of the customer's number, not where your business is.
Approximate rates for UAE (+971) numbers, October 2026
Category | What it's for | Approx. USD | Approx. AED |
|---|---|---|---|
Marketing | Offers, new arrivals, abandoned cart, win-back | about $0.058 | about AED 0.21 |
Utility | Order confirmations, delivery updates, appointment reminders | about $0.016 | about AED 0.06 |
Authentication | One-time passcodes | about $0.016 | about AED 0.06 |
Service | Your replies inside a conversation the customer started | Free allowance, then charged (see below) | – |
Approximate UAE rates from 1 October 2026, from third-party trackers based on Meta's USD rate card, converted at AED 3.6725 per USD. Meta also publishes an AED rate card (since April 2026) for businesses billed in dirhams. UAE businesses pay 5% VAT. Meta partners may add a markup or platform fee.
Sending to customers in other countries? Rates differ by country. Saudi Arabia, India, Egypt and other markets each have their own rate. Check Meta's rate card for each country you message.
What changed on 1 October 2026?
According to Meta's pricing page:
Service messages became chargeable, with a free monthly allowance per business number (1,000 service messages at the time of writing).
Utility templates sent inside an open customer service window are now charged.
Businesses without a payment method on file by 30 September 2026 could have service messages stopped.
Which WhatsApp API messages are free?
Service allowance: a free number of service messages per business number each month.
Free entry point window: when a customer reaches you from a Click-to-WhatsApp ad and you reply within 24 hours, a window of up to 7 days opens in which your messages are free.
Customer service window: when a customer messages you, a 24-hour window opens. Inside it you can reply with normal messages (no template needed); outside it you must use an approved template.
How much will the API cost my business?
Example for a UAE online store in one month:
Messages | Count | Approx. rate | Approx. cost |
|---|---|---|---|
Order confirmations and delivery updates (utility) | 600 | AED 0.06 | AED 36 |
One promotion to opted-in customers (marketing) | 2,000 | AED 0.21 | AED 420 |
Replies to customer questions (service) | 900 | Within free allowance | AED 0 |
Meta total before VAT | About AED 456 |
Then add 5% VAT and your software or partner fee. Marketing messages are by far the biggest cost; replies to customers who message you first cost little or nothing.
Is the WhatsApp Business API free?
Access is free; messages are not. You can sign up for Meta's Cloud API without a setup fee, but Meta charges for delivered template messages (and service messages beyond the free allowance). Most businesses also pay for software on top, such as a team inbox, chatbot or CRM, unless they build their own.
How do I get the WhatsApp Business API in the UAE?
There are two routes:
Directly from Meta (Cloud API) | Through a Meta partner (BSP) | |
|---|---|---|
What you get | API access only | API access plus ready software (inbox, chatbot, CRM) |
Technical work | You build or connect your own software; needs a developer | No coding; the partner connects your number |
Cost | Meta's message fees | Meta's message fees plus the partner's subscription or markup |
Best for | Businesses with developers | Most small and medium businesses |
Step by step
Create or use a Meta Business Portfolio (formerly Business Manager) for your company.
Choose a phone number that will be dedicated to the API. It can be your existing business number, but it then moves from the WhatsApp Business app to the API. (Some partners support using the app and the API on the same number; ask.)
Connect through Meta or a partner. With a partner, you usually log in with Facebook and follow a short sign-up flow.
Set your display name (your business name), which Meta reviews.
Verify your business in Meta Business settings, usually with your UAE trade licence. This unlocks higher messaging limits.
Add a payment method for Meta's message fees (or pay through your partner).
Create message templates for anything you send outside the 24-hour window, such as order updates and offers, and submit them for Meta's approval.
Go live and collect opt-in from customers before sending them marketing messages.
What are WhatsApp API messaging limits?
Messaging limits control how many unique customers you can start conversations with (using templates outside a customer service window) in a rolling 24 hours. According to Meta:
Level | Unique recipients per 24 hours |
|---|---|
Starting limit | 250 |
Level 1 | 2,000 |
Level 2 | 10,000 |
Level 3 | 100,000 |
Level 4 | Unlimited |
Limits are set at the business portfolio level, shared by all your numbers.
To reach 2,000, verify your business (directly or through your partner) or deliver 2,000 high-quality template messages to unique recipients within 30 days.
After that, the limit rises automatically if your message quality stays high and you use at least half your current limit over 7 days.
Replies to customers who message you first don't count toward the limit.
How do I avoid getting my WhatsApp API number restricted?
Only message customers who opted in, and make opting out easy.
Keep marketing relevant and infrequent. Blocks and reports lower your quality rating and can cut your limits.
Use the right template category. Don't label promotions as utility.
Reply quickly to customers who message you.
Never use unofficial bulk-sending tools. They break WhatsApp's terms and put your number at risk.
