WhatsApp marketing in the UAE means sending offers, new arrivals and reminders to customers who agreed to hear from you. Small lists can use broadcast lists in the free WhatsApp Business app. Larger ones need the WhatsApp Business API, where Meta charges about AED 0.21 per delivered marketing message to UAE numbers. Either way, get clear opt-in first: UAE telemarketing rules cover marketing messages sent through apps.
This guide covers the ways to send bulk WhatsApp messages, the rules, what it costs, and message templates you can copy.
Checked on 5 November 2026 against Meta's developer documentation (pricing, opt-in and marketing message limits), the WhatsApp Help Center and law firm summaries of the UAE's telemarketing rules (Cabinet Resolution No. 56 of 2024). This is a practical guide, not legal advice.
What counts as WhatsApp marketing?
Meta sorts business messages into categories, and the category decides both the rules and the price:
Message | Category | Example |
|---|---|---|
Offers, new arrivals, back-in-stock, abandoned cart, win-back | Marketing | "New abayas are in. Reply YES to see them." |
Order confirmations, delivery updates, payment reminders for an order | Utility | "Your order #1042 is out for delivery today." |
Your replies when the customer messages you first | Service | Answering "Do you have this in size M?" |
Marketing messages cost the most, are reviewed the most strictly by Meta, and are the ones people block. Keep order updates in separate utility templates so they always get through.
Can I send bulk WhatsApp messages in the UAE?
Yes, through Meta's official tools. There are three ways:
Broadcast lists in the WhatsApp Business app (free). Each list holds up to 256 contacts, and only people who have saved your number receive the message. Anyone who hasn't saved it gets nothing, and you get no warning. WhatsApp has also been introducing a monthly limit on broadcast messages in some countries; your count, if it applies, shows under Settings → Broadcasts in the app.
The WhatsApp Business API (paid per message). No 256 limit and no need for customers to save your number, as long as they opted in. You send pre-approved message templates through Meta's Cloud API or a Meta partner. See our WhatsApp Business API guide for setup.
Click-to-WhatsApp ads. Instead of messaging a list, you pay Meta to show an ad that opens a chat with you. People who tap it start the conversation themselves.
Avoid unofficial "bulk sender" tools that automate WhatsApp Web or a personal account. They break WhatsApp's terms and are a common way to get a number banned, along with every chat on it.
Which one fits? Under a few hundred regular customers who have your number saved: broadcast lists. More than that, or you want abandoned-cart and win-back messages sent automatically: the API. Want new customers rather than existing ones: ads. App vs API: when to switch goes into the trade-offs.
What are the rules for WhatsApp marketing in the UAE?
Two sets of rules apply: Meta's and the UAE's.
Meta's rules (WhatsApp Business Messaging Policy):
You need opt-in before messaging someone. It must make clear the person is agreeing to messages from your business and show your business name.
Opt-in can be collected on your website, by SMS, in person, on paper or by phone. Meta recommends separate opt-ins for marketing and for order updates.
Give people a clear way to opt out and honour it.
UAE telemarketing rules (Cabinet Resolution No. 56 of 2024, in force since 27 August 2024):
"Telemarketing" includes marketing messages sent through social media applications, not just phone calls, according to law firm summaries.
Get the customer's consent before marketing to them, and don't contact numbers on the TDRA's Do Not Call Register.
Marketing calls are limited to 9 am to 6 pm. Sending marketing messages in the same hours is a sensible habit.
Breaches are penalised under Cabinet Resolution No. 57 of 2024, with warnings, fines, suspension of activity or licence cancellation, depending on the breach.
The UAE's personal data protection law (Federal Decree-Law No. 45 of 2021) also expects a lawful basis, usually consent, for using customers' personal data. Law firms report that its detailed implementing regulations hadn't been published as of mid-2026, so ask a lawyer if you hold large customer lists.
In practice: only message people who gave you their number for that purpose, record when and how they agreed, include an opt-out line in every marketing template, and stop the moment someone asks.
How much does WhatsApp marketing cost in the UAE?
The free app costs nothing. On the API, Meta charges per delivered message, based on the category and the country of the customer's number.
Meta's rates for UAE (+971) numbers, from 1 October 2026
Category | USD | AED (about) |
|---|---|---|
Marketing | $0.0576 | AED 0.21 |
Utility | $0.0157 | AED 0.06 |
Service (after 1,000 free a month per number) | $0.0157 | AED 0.06 |
Meta list rates. Your WhatsApp partner's fees and 5% VAT are extra.
Worked example: a shop with 1,500 opted-in customers sends two offers a month: 3,000 marketing messages × AED 0.21 ≈ AED 635 a month in Meta fees. Try your own numbers in the WhatsApp API pricing calculator.
Ways to pay less:
Send fewer, better offers. Each marketing message costs nearly four times as much as an order update.
Use Click-to-WhatsApp ads. When someone messages you from one of these ads and you reply within 24 hours, Meta opens a free window of up to 7 days in which your messages to them aren't charged.
Reply inside the 24-hour window. When a customer replies to your offer, a 24-hour customer service window opens, and normal replies within the free monthly allowance cost nothing.
How do I get customers to opt in?
Ask at the moments customers already give you their number:
At checkout: an unticked box: "Send me offers from [Shop name] on WhatsApp."
In the chat: after answering a question: "Want new arrivals from [Shop name] on WhatsApp? Reply YES." Save the reply.
In the shop: a QR code at the counter that opens a chat with a pre-filled "Yes, send me offers" message. Our free WhatsApp link generator makes the link.
On Instagram: a story or bio link to the same chat link.
Keep a record of each opt-in (date, where it came from). It protects you if someone complains and helps you separate customers who want offers from those who only want order updates.
WhatsApp marketing message templates for UAE shops
Copy these and change the details. Meta reviews every template, so keep them clear and honest, and use {{1}}-style placeholders for names and products. Each includes an opt-out line.
New arrival
Hi {{1}}, new {{2}} just arrived at [Shop name], from AED {{3}}. Reply SHOW to see photos, or tap the button to shop. Reply STOP to stop offers.
Back in stock
Good news, {{1}}: the {{2}} you asked about is back in stock in your size. We're holding it until {{3}}. Reply YES to order. Reply STOP to stop offers.
Abandoned cart
Hi {{1}}, you left {{2}} in your cart at [Shop name]. It's still available. Tap below to finish your order, or reply here if you have a question. Reply STOP to stop offers.
Win-back
Hi {{1}}, it's been a while! Here's 10% off your next order at [Shop name] with code {{2}}, valid until {{3}}. Reply STOP to stop offers.

Templates sent through the API are approved by Meta before use, usually within 24 hours. In the free app, you can paste the same text into a broadcast. For more on bringing customers back, see how to win back customers on WhatsApp.
How often should I send WhatsApp marketing messages?
Less often than email. WhatsApp sits next to family chats, and people block shops that send too much.
Start with one or two offers a month, and watch your blocks and replies before sending more.
Meta limits how many marketing messages each person receives. The limit changes with how much that person engages with marketing messages. Messages over the limit fail with error 131049; Meta says to wait at least 24 hours before trying again. Messages sent inside a 24-hour window the customer opened don't count.
Quality matters. If many people block or report you, Meta lowers your quality rating and messaging limits and can pause your marketing templates.
Segment. Send the abaya offer to customers who bought abayas, not to everyone.
How do I measure WhatsApp marketing?
Track five numbers for each campaign:
Delivered: messages that reached phones (you're only charged for these on the API).
Read: how many opened it.
Replies: questions, "YES", "STOP".
Orders: sales from the campaign. A unique discount code per campaign makes this easy.
Blocks and opt-outs: if these rise, send less or segment better.
Divide your Meta fees by the orders a campaign brought in to get the cost per order. Compare it with your Instagram ads.
WhatsApp marketing with Nodi
Nodi is an official WhatsApp partner ("Partner of WhatsApp", "Partner of Meta"). You keep your existing number, several staff can work on it, and messages are charged at Meta's own rates by the customer's country. Nodi's CRM lets you group customers and send broadcasts to a group. When customers reply, Nodi's AI sales agent answers questions and takes the order in the chat, in English or Arabic. The Growth plan adds abandoned-cart messages, and Scale adds reorder and win-back campaigns. Plans start from AED 59 a month, and you can try the full Scale plan for 30 days for AED 3.

Frequently asked questions
Is WhatsApp marketing legal in the UAE?
Yes, with consent. The UAE's telemarketing rules (Cabinet Resolution No. 56 of 2024) cover marketing messages sent through apps and require customer consent, and Meta requires opt-in that names your business. Don't message numbers on the TDRA's Do Not Call Register.
How much does a WhatsApp marketing message cost in the UAE?
Meta charges about AED 0.21 ($0.0576) per delivered marketing message to a UAE number, from 1 October 2026. Utility messages such as order updates cost about AED 0.06. Partner fees and 5% VAT are extra. Broadcasts from the free WhatsApp Business app have no per-message fee.
How many people can I send a WhatsApp broadcast to?
In the WhatsApp Business app, up to 256 contacts per broadcast list, and only people who saved your number receive it. On the WhatsApp Business API there's no list limit, but Meta caps how many people you can start conversations with per day (starting at 250) and limits how many marketing messages each person gets.
Why are my WhatsApp broadcast messages not delivered?
In the app, the most common reason is that the customer hasn't saved your number. On the API, check for error 131049 (the person has reached Meta's marketing message limit; wait 24 hours), a paused template, or a low quality rating.
Can I send WhatsApp marketing messages without the customer saving my number?
Only through the WhatsApp Business API with message templates, and only to customers who opted in. App broadcast lists reach only people who saved your number.
What should a WhatsApp marketing message include?
Your shop name, one clear offer, the price or discount in AED, an end date if there is one, a button or reply option, and a way to opt out ("Reply STOP to stop offers").
